
The RTI-CART Contract is awarded annually to the Center for Applied Research and Technology, Inc. (CART) at Bluefield State College (BSC) by the Nick J. Rahall, II Appalchian Transportation Institute (RTI). RTI established partnerships with West Virginia colleges and universities in order to meet the following goals:
- Recruitment of cash for matching funds for coordination of activities and projects.
- Promote highly visible activities on campus with at least one quality press release per quarter.
- Facilitate the Transportation and Economic Development Information System for WV (TEDIS-WV) as a platform to support a regional Incident Management System.
- Obtain a federally approved indirect cost rate for each institution receiving RTI funds.
- Establish a seamless education system for preparation of transportation professionals with maximum use of distance education technology.
